Cold-water fisheries refer to fish cultivation and capture practices carried out in high-altitude aquatic ecosystems such as snow-fed rivers, streams, lakes, and reservoirs where water temperatures generally range between 5°C and 25°C. These ecosystems are characterized by high dissolved oxygen levels above 6 mg/L and pH levels between 6.5 and 8.0, making them suitable for specialized fish species adapted to colder climatic conditions.

In India, cold-water fisheries are primarily concentrated across the Himalayan and northeastern states, including Jammu & Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Arunachal Pradesh, Sikkim, Meghalaya, and Nagaland. The sector also extends to hill districts of West Bengal, Karnataka, Kerala, and Tamil Nadu. Collectively, these ecologically sensitive landscapes cover more than 5.33 lakh square kilometres of mountainous terrain.

India has identified more than 278 species of cold-water fish, many of which hold ecological, economic, and recreational significance. Important cultivated species include rainbow trout, golden mahseer, and snow trout. Among them, rainbow trout farming has gained substantial commercial importance due to rising domestic demand, superior nutritional value, and tourism-related consumption.

Trout farming is generally practiced at altitudes above 1,500 metres because of the requirement for consistently cold and oxygen-rich water. Mahseer cultivation, on the other hand, is suitable at relatively lower elevations. Scientific aquaculture techniques such as hatcheries, raceways, Recirculatory Aquaculture Systems (RAS), biofloc systems, and cold chain infrastructure are increasingly being adopted to improve productivity and reduce post-harvest losses.

Production and Economic Significance

India’s total fish production reached nearly 197.75 lakh tonnes during 2024–25, reflecting the growing importance of the fisheries sector in the national economy. Although cold-water fisheries currently contribute around 3 percent of inland fish production, the sector holds immense untapped potential due to increasing market demand and the expansion of scientific aquaculture practices.

National cold-water fish production currently stands at approximately 7,000 metric tonnes. Trout production alone has increased nearly 1.8 times over the last decade, reaching around 6,000 metric tonnes during 2024–25. Jammu & Kashmir has emerged as the leading trout-producing region in India, followed by Himachal Pradesh and Uttarakhand.

Beyond fish production, the sector plays a significant socio-economic role in remote mountainous regions where agricultural opportunities remain limited. Cold-water fisheries generate rural livelihoods, encourage women’s participation in aquaculture activities, and support local entrepreneurship through hatcheries, processing units, tourism, and recreational angling.

The sector is also closely linked with eco-tourism and recreational fisheries. Angling tourism centred around species such as golden mahseer has the potential to promote sustainable tourism while generating income for local communities.

Government Initiatives

Recognizing the strategic importance of cold-water fisheries, the Government of India has launched several policy initiatives to strengthen infrastructure, improve productivity, and promote sustainable aquaculture.

Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY) during 2020–26, projects worth more than ₹5,638 crore have been sanctioned specifically for cold-water states. The scheme aims to enhance fisheries infrastructure, value addition, and market access while improving fishers’ incomes.

The Fisheries and Aquaculture Infrastructure Development Fund (FIDF) has approved projects worth over ₹7,761 crore between 2018 and 2026 for hatcheries, training centres, processing facilities, and aquaculture infrastructure development.

The Blue Revolution Scheme laid the foundation for scientific trout farming by supporting raceways, hatcheries, and reservoir stocking programmes across Himalayan states.
