India's Push for Coal Gasification

Why in News?

Recently, the Union Minister of Coal and Mines highlighted the potential of coal gasification to reduce India's import dependence and substitute imports worth up to ₹3 lakh crore. To accelerate adoption, the Union Cabinet has approved a ₹37,500-crore incentive package aimed at promoting coal gasification projects across the country.

The initiative is part of India's broader strategy to utilize its vast domestic coal reserves while enhancing energy security, industrial self-reliance, and chemical manufacturing capacity.

What is Coal Gasification?

Coal gasification is a process that converts coal into synthetic gas (syngas) by reacting coal with controlled amounts of oxygen, steam, and heat.

Composition of Syngas

Syngas primarily contains:

  • Hydrogen (H₂)
  • Carbon Monoxide (CO)

This gas serves as a versatile feedstock for producing fuels, fertilizers, chemicals, and clean energy products.

Products Derived from Syngas

Coal gasification enables the production of several strategic industrial products:

  • Urea
  • Ammonia
  • Methanol
  • Synthetic Natural Gas (SNG)
  • Hydrogen
  • Ammonium Nitrate
  • Dimethyl Ether (DME)
  • Ethanol
  • Direct Reduced Iron (DRI)

These products are critical for agriculture, industry, transportation, and energy sectors.

Why Does India Need Coal Gasification?

Heavy Import Dependence

India imports substantial quantities of key industrial chemicals:

  • Around 20% of its urea requirement.
  • Nearly all ammonia requirements.
  • Approximately 80–90% of methanol demand.

This dependence exposes the economy to global price volatility and foreign exchange outflows.

Vast Coal Reserves

India possesses:

  • About 401 billion tonnes of coal reserves.
  • Around 47 billion tonnes of lignite reserves.

Coal gasification offers an opportunity to convert these domestic resources into high-value industrial products, thereby reducing imports and strengthening energy security.

Government Targets and Financial Support

Coal Gasification Target

The Ministry of Coal has set a target of 100 million tonnes of coal gasification by 2030.

The recently approved scheme aims to support gasification of approximately 75 million tonnes of coal and lignite, helping achieve this national goal.

Financial Incentives

January 2024 Package

  • ₹8,500 crore approved.
  • ₹6,233 crore already allocated to eight projects.

Recent Incentive Package

  • ₹37,500 crore approved.
  • Incentives cover up to one-fifth of plant and machinery costs.

The support seeks to address the high capital intensity associated with gasification projects.

Talcher Coal-Based Ammonia-Urea Complex

  • Located in Odisha.
  • Expected commissioning: FY 2027–28.
  • Will support domestic fertilizer production.

Upcoming Projects

Projects involving:

  • Syngas production
  • Ammonium nitrate
  • Hydrogen
  • Ethanol
  • Direct Reduced Iron (DRI)

are expected to be commissioned by FY 2029–30.

The Challenge of High-Ash Indian Coal

One of the biggest challenges in India's coal gasification programme is the quality of domestic coal.

Characteristics of Indian Coal

  • High ash content.
  • Variable Gross Calorific Value (GCV).
  • Complex mineral composition.

These characteristics make conventional gasification technologies developed in countries such as China, Australia, and the United States less suitable for Indian conditions.

Suitable Technology: Fluidised-Bed Gasification

Fluidised-bed gasification is considered particularly suitable for Indian coal.

Advantages

  • Handles high ash content efficiently.
  • Accommodates varying coal quality.
  • Improves operational stability.
  • Enhances conversion efficiency.

Indigenous Innovation

BHEL has developed a Pressurised Fluidised-Bed Gasifier (PFBG) specifically designed for Indian coal conditions, marking an important step toward technological self-reliance.

Coal gasification represents a strategic opportunity for India to transform its abundant coal reserves into high-value industrial products while reducing import dependence. The initiative aligns with national priorities such as energy security, industrial development, agricultural sustainability, and technological self-reliance. However, its long-term success will depend on overcoming challenges related to financing, technology adaptation for high-ash coal, environmental sustainability, and domestic manufacturing capabilities.
