Biotech Kisan Scheme

Context: As per the Central Government, during the last one-year (January 2022- December 2022) 1,60,000 farmers have received benefits under Biotech-KISAN scheme.

Biotech-KISAN Scheme

  • Biotech Krishi Innovation Science Application Network (Biotech KISAN) is a scientist-farmer partnership scheme launched in 2017 for agriculture innovation. 
  • Objective: To connect science laboratories with the farmers to find out innovative solutions and technologies on the problems related to water, soil, seeds, and marketing. 
  • The programme provides funding to establish the Biotech KISAN Hub in each of 15 Agro-climatic zones of the country.
  • Each Hub creates a network by developing strong linkages with top quality scientific institutions/State Agricultural Universities/Krishi Vigyan Kendras/existing state agriculture extension services/system and other Farmers’ organizations in the region as well as linkages with leading international institutions/organizations.
  • Initiative of: Department of Biotechnology under the Ministry of Science and Technology. 

Core activities of Biotech KISAN Hub

  • Understanding the problems of the local farmers.
  • Scouting for available technologies and solutions to problems of farmers in the region.

Govt. nod for Indian Space Policy 2023

Context: Central Government approved the Indian Space Policy 2023 that seeks to institutionalise the private sector participation in the space sector, with Indian Space Research Organisation (ISRO) focusing on research and development of advanced space technologies.

Major Highlights

  • Indian Space Policy-2023 delineated the roles and responsibilities of ISRO, space sector PSU NewSpace India Limited (NSIL) and Indian National Space Promotion and Authorization Center (IN-SPACe).
    • ISRO will not do any operational and production work for the space sector and focus its energies on developing new technologies, new systems and research and development. 
    • NSIL, a public sector undertaking under the Department of Space, will work in a demand-driven mode and carry out the strategic activities related to the space sector. 
    • IN-SPACe will be the interface between Indian Space Research Organisation and non-governmental entities. 
  • The focus of the policy would be to increase the participation of the private players in the space sector.
    • It will allow the private sector to take part in end-to-end space activities that include building satellites, rockets, and launch vehicles and data collection and dissemination.
    • It creates the framework for the private sector to use ISRO facilities for a small charge and encourage them to invest in creating new infrastructure for the sector. 

Significance

  • Entry of the private sector in the space sector would enable the ISRO to channelise its focus on research and development of advanced space technologies.
  • It offers much-required clarity in space reforms and augment private industry participation to drive the space economy opportunity for the country.

Indian Space Sector

  • In June 2020, the government opened the space sector to allow participation of private firms in the entire gamut of space activities.
    • As part of these reforms, the government set up New Space India Limited (NSIL), the country's first public sector undertaking in the space sector, and Indian National Space Promotion and Authorization Centre (IN-SPACe), as the promoter and regulator of space activities in India by non-government and private entities.
    • As a result, within 3 years, the number of startups has reached about 150 in ISRO. 
  • Presently, Foreign Direct Investment (FDI) in space sector is allowed up to 100% in Satellites-Establishment and Operations through Government route only.

Over Rs.40,700cr sectioned to 1.8 lakh accounts under Stand-up India

Context: Recently Government of India published data on the achievements of the Stand-up India scheme on the occasion of the completion of 7 years of Stand-up India on 5th April, the scheme was launched in the year of 2016 by the Ministry of Finance. The scheme has been extended to 2025.

Achievements of Stand-up India

  • Government underlines the fact that as much as Rs. 40700cr was sanctioned to over 1.8 million accounts under the scheme during the last seven years since its inception.
  • Of the funds sanctioned till March 21, 2023, about 80% of the loans have been given to women entrepreneurs.

The objective of the Stand-up India scheme

  • To facilitate bank loans between Rs. 10 lacks and Rs. 1 Crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and at least one woman borrower per bank branch for setting up a greenfield enterprise. This enterprise may be in manufacturing, services or the trading sector.
  • In the case of non-individual enterprises at least 51% of the shareholding and controlling stake should be held by either an SC/ST or Woman entrepreneur.
  • Rupay debit card to be issued for the convenience of the borrower.
  • The web portal by SIDBI provides handholding support through a network of agencies engaged in training, skill development, mentoring, project report preparation, application filling, work shed/utility support services, subsidy schemes etc.

Eligibility

  • The applicant must be an entrepreneur.
  • If the applicant is a male, he must be from SC / ST category.
  • The age of the applicant must be at least 18 years.
  • The applicant must not be in default to any bank/financial institution.

RISC-V

Context: Indian startups that utilize RISC-V, an open-source instruction set architecture (ISA), have immense potential for creating innovative products, devices, and AI solutions in collaboration with global companies.

About RISC-V

  • RISC-V is an open standard Instruction Set Architecture (ISA) based on established RISC principles. Each computer hardware will support a particular ISA.
  • Unlike most other ISA designs, RISC-V is provided under open-source licenses that do not require fees to use. RISC-V can be extended or customised for a variety of hardware or application requirements.
  • ARM and x-86 are two such instruction set architectures- one of which is licensed and the other is sold, where the industry consolidated in the earlier decades. However, RISC-V has emerged as a strong alternative to them in the last decade, having no licensing encumbrances, enabling its adoption by one and all in the semiconductor industry, at different complexity levels for various design purposes. India has developed two series of microprocessors:
    • SHAKTI series of microprocessors by IIT Madras.
    • VEGA microprocessors by C-DAC.

Lumpy skin disease led to stagnation in milk production

Context: Central Government is foreseeing a “stagnation” in milk production and a possible scarcity of ghee and butter as an impact of the lumpy skin disease (LSD) that took the lives of about 1.89 lakh cattle recently.

Major Highlights

  • Normally, milk production in India is growing at 6% per year. This year, it is either stagnant or has grown at 1% or 2%. The demand for milk, however, has grown by 8% to 10%, which has led to “price inflation” in milk and its products. 
  • Besides LSD, another reason for the “price inflation” is the increase in the prices of fodder and its scarcity.
    • The fodder cultivation area is around 4% for the past five decades. However, the Indian dairy sector is growing at a rate of 6%. 

Lumpy Skin disease

  • Lumpy skin disease is caused by the lumpy skin disease virus (LSDV), which belongs to the genus capripoxvirus, a part of the poxviridae family (smallpox and monkeypox viruses are also a part of the same family).
  • It is a contagious disease that usually affects host animals like cows and buffaloes. 
  • The disease can either spread through:
    • direct contact with the vectors (like mosquitoes, some biting flies, and ticks)
    • contaminated fodder and water (infected animals shed the virus through oral and nasal secretions which may contaminate common feeding and water troughs)
    • animal semen during artificial insemination.
  •  It is not a zoonotic virus i.e., the disease cannot spread to humans.
  • Symptoms: LSD affects the lymph nodes of the infected animal, causing the nodes to enlarge and appear like lumps on the skin, which is where it derives its name from.
    • The cutaneous nodules, 2–5 cm in diameter, appear on the infected cattle’s head, neck, limbs, udder, genitalia, and perineum. The nodules may later turn into ulcers and eventually develop scabs over the skin. 
    • Other symptoms include high fever, sharp drop in milk yield, discharge from the eyes and nose, salivation, loss of appetite, depression, damaged hides, emaciation (thinness or weakness) of animals, infertility and abortions. 
  • The morbidity of the disease varies between two to 45% and mortality or rate of death is less than 10%.
  • It is safe to consume milk from cattle infected by Lumpy Skin Disease, as it is a non-zoonotic disease.

Spread

  • LSD disease is currently endemic in several countries across Africa, parts of West Asia (Iraq, Saudi Arabia, Syrian Arab Republic), and Turkey. 
  • The disease reached India in August 2019, with initial cases being detected in Odisha and West Bengal. 

Implications

  • The disease leads to reduced milk production as the animal becomes weak and also loses appetite due to mouth ulceration, abortion in pregnant animals and sterility in bulls. 
  • It threatens the livelihoods of smaller farmers significantly which incur losses due to cattle deaths.

  • India is the world’s largest milk producer at about 210 million tonnes annually. India also has the largest headcount of cattle and buffalo worldwide.

Malware-as-a-Service

Context: Raccoon Stealer, an information-stealing malware, was used to target eight Central government entities, including Central Paramilitary Forces and the Income Tax Department.

  • National Technical Research Organisation (NTRO) has been tracking and reporting the activities of Raccoon Stealer malware, which is available as Malware-as-a-service (MaaS).
  • It is an information stealer malware which is usually delivered through email that retrieves sensitive data from infected machines. 

Malware-as-a-Service (MaaS)

  • Malware as a Service (MaaS) is a type of cybercrime model where malware is offered for sale or rent by cyber criminals as a service.
    • Malware is malicious software specifically designed to exploit vulnerabilities in computer systems or networks. 
  • These services typically are available on the dark web. They are purchased to carry out various malicious activities, such as stealing sensitive information, disrupting computer systems, or encrypting data and demanding a ransom to unlock it.
  • In this model, individuals or groups with little or no technical expertise can gain access to sophisticated and powerful malware tools and services, enabling them to launch cyber attacks without needing to develop or maintain their own malware. Thus, making it easier for cybercriminals to launch attacks and evade detection.
  • MaaS operates similarly to legitimate Software as a Service (SaaS) models, where software is provided on a subscription or pay-per-use basis. 

Some of the most common types of malware include

  • Viruses: Programs that can replicate themselves and spread to other computers which can cause various problems, such as disrupting computer operations, stealing information, or damaging files.
  • Trojan horses: These programs masquerade themselves as legitimate software but can carry out malicious activities, such as stealing data or giving attackers unauthorized access to a computer.
  • Worms: A self-replicating program that can spread across networks, disrupting computer operations and consuming network resources.
  • Adware: Software that displays unwanted advertisements on a computer. It can be intrusive and sometimes can track a user's online activities.
  • Ransomware: Encryption of a victim's data with the demand for a ransom payment to unlock it. It can result in losing important data and files.
  • Spyware: Software designed to collect information about a user's online activities without their knowledge or consent to steal sensitive information (like financial statements and passwords).
  • Bots: A bot, short for "robot", is a type of software application or script that performs automated tasks on command like malicious activities. 

National Technical Research Organisation

  • National Technical Research Organisation (NTRO) is a highly specialised technical intelligence gathering agency under the National Security Advisor. 
  • The agency specializes in multiple disciplines, which include remote sensing, Signals Intelligence, data gathering and processing, cyber security, geospatial information gathering, cryptology, strategic hardware and software development and strategic monitoring.

New method of visual detection of SARS-CoV-2 can identify the infection at early stage

Context: New method of visual detection of SARS-CoV-2 can identify the infection at an early stage. A new sandwich-based lateral flow immunoassay (LFIA) for the detection of the Receptor Binding Domain (RBD) of severe acute respiratory syndrome-coronavirus-2(SARS-CoV-2) could provide an efficient substitute for RT-PCR tests.

Need for Rapid and Affordable Covid-19 Testing

  • RT-PCR tests are time-consuming and require skilled labour and equipment. Not feasible for large-scale on-site testing.
  • New test kits are needed that are rapid, robust, affordable and can be used for mass testing without skilled personnel. Helps reduce spread by early detection.

Development of Lateral Flow Immunoassay (LFIA) test

  • Scientists from DBT-NIAB and Gandhi Medical College developed an LFIA test for early on-field detection of SARS-CoV-2. Based on antigen-antibody interaction, doesn't need skilled staff.
  • With DST-SERB support, scientists cloned a gene for SARS-CoV-2 RBD protein, purified and generated antibodies (Ab) against it. AuNPs-Ab is used as a capture probe for colorimetric detection.
  • LFIA test works on sandwich format - RBD antigen in sample interacts with AuNPs-Ab to form complex, moves along the membrane and reacts with RBD Ab coated as test line, giving red colour. The control line verifies test functionality.
  • Different parameters like blocking buffer, and antibody concentration optimized for maximum efficiency. Band intensity was analyzed using a smartphone app for image acquisition/analysis, giving RGB data and intensity trends.

Utility and Cost-Effectiveness

  • LFIA strips are useful as a portable, point-of-care device for on-site SARS-CoV-2 testing at home or in rural areas. Much cheaper than RT-PCR, benefits the economically disadvantaged.
  • Mass production of kits can enable large-scale testing. But quality checks and safeguards are needed to ensure accuracy before policy implementation.
  • If proven highly accurate, LFIA and similar cheap, rapid test kits can revolutionize Covid-19 control strategies in resource-poor settings through early detection and isolation. Can aid in return to normalcy in some activities.

Limitations and Future Prospects

  • Smartphone image analysis provides qualitative, not quantitative results. So not replace RT-PCR's high accuracy in diagnosis, prognosis and treatment monitoring.
  • As mutations emerge, new generations of test kits may be needed to detect them. Continuous R&D is required to keep up with an evolving virus.
  • Sample size and real-world data on test performance are needed to determine suitability. Regulatory approvals are required before mass uptake.
  • Future prospects: Integrating multiplex detection in one assay; developing rapid confirmatory tests; commercial partnerships for scaling up production at low cost while ensuring quality.

The development of a cheap, rapid lateral flow immunoassay test for SARS-CoV-2 detection is promising for controlling the Covid-19 pandemic through affordable mass testing. However, the test may have limitations in the accuracy and detection of new variants that emerge. Continuous research and policy interventions are needed to enable early, widespread use of fast, low-cost but reliable diagnostics, especially in resource-poor regions bearing high caseloads. New tests that balance speed, cost, accuracy and adaptability will be key to managing coronavirus disease into the future.   

PhonePe forays into local commerce with Pincode app on ONDC network

Context: The Walmart-owned fintech company, PhonePe, has declared the launch of an e-commerce consumer application called 'Pincode,' which will be incorporated into India's Open Network for Digital Commerce (ONDC) framework. The Pincode app will initially be accessible in six major categories in Bengaluru (Karnataka), such as groceries, food, pharmaceuticals, electronics, home decor, and fashion. Once the app attains a transaction volume of roughly 10,000 per day, it will be made available in other cities.

Open Network for Digital Commerce (ONDC)

Open Network for Digital Commerce or ONDC is an Indian government initiative to promote interoperability between e-commerce platforms. It aims to democratize e-commerce by enabling buyers and sellers on any platform to connect and transact.
Key highlights of ONDC:

  • ONDC is a private sector-led non-profit network based on an open protocol. It is not an e-commerce platform but a network of e-commerce platforms.
  • It was incorporated in 2021 by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce.
  • ONDC will enable e-commerce transactions to happen across platforms through a standardized protocol. This means buyers on one app will be able to purchase from sellers on another app.
  • It seeks to create a low-barrier network for small retailers and merchants to participate in e-commerce. This can boost competition and market access.
  • ONDC will cover categories like groceries, food delivery, hotel booking, travel, mobility, etc. It aims to eventually cover all domains.

India gets elected to UN Statistical Commission

Context: India has been elected to the United Nations Statistical Commission for a four­ year term beginning January 1, 2024. India secured 46 out of 53 votes in the election to the Commission.

United Nations Statistical Commission

  • The United Nations Statistical Commission (StatCom), established in 1947, is the highest body of the global statistical system bringing together the Chief Statisticians from member states from around the world.
  • It is responsible for setting statistical standards and the development of concepts and methods, including their implementation at the national and international level.
  • The StatCom oversees the work of the United Nations Statistics Division (UNSD) and it is also a Functional Commission of the UN Economic and Social Council.
  • Since 1999 the Commission meets every year, as set forth by the Economic and Social Council.

Mandate

The terms of reference as set forth in Economic and Social Council resolution in 1946, state that the Commission shall assist the Council:

FUNDAMENTAL PRINCIPLES OF OFFICIAL STATISTICS

  • The Fundamental Principles of Official Statistics were developed and adopted by the Conference of European Statisticians in 1991, which were subsequently adopted in 1992 at the ministerial level by the United Nations Economic Commission for Europe.
  • In 1994, these Principles were adopted by the United Nations Statistical Commission.
  • At its forty-second session in 2011, the Statistical Commission recommended the development of an updated preamble, which was presented and adopted in its forty-fourth session in 2013.
  • The United Nations General Assembly has endorsed the Fundamental Principles of Official Statistics in 2014, in its 68th session. 
  • These principles are considered a basic framework which all statistical activities developed by national and international organizations must follow in recognizing official statistics as a public good.
  • It is the first time the Fundamental Principles have received such high recognition at global political level.

Point of order

Context: Rajya Sabha Chairman Jagdeep Dhankhar rejected a point of order raised
by Opposition leader Mallikarjun Kharge against Union Minister and Leader of the
House Piyush Goyal for his speech in the House targeting Congress leader Rahul
Gandhi.

What is the point of Order? 

  • The Lok Sabha Secretariat describes a Point of order as “an extraordinary process which, when raised, has the effect of suspending the proceedings before the House.
  • Point of order concerns the procedure and business of the House and the rule book says that “it should relate to arrangement of items already included in the List of Business for the day".
  • Raising a point of order is “meant to assist the Speaker in enforcing the rules, directions and provisions of the Constitution for regulating the business of the House”.
  • Thus, it can concern both the application of the rules of the House and even any principles enshrined in the Constitution.
  • The procedure vis-a-vis a point of order is covered by Rule 376 of the Lok Sabha rules and by Rule 258 in Rajya Sabha.

When is it raised? 

  • The point of order is concerned with rules of procedure vis-a-vis “a breach of order or a transgression of any written or unwritten law of the House", a wide range of issues can be flagged under a point of order.
  • Further, the test whether a point raised is a point of order or not is not whether the Chair can give any relief but whether it involves such interpretation or enforcement of the rules, etc. and whether it raises a point which the Chair alone can decide.
  • But there are also issues involved with Point of order as it is “one of the most vexatious parliamentary practices which confronts a presiding officer" as the practice “raises real problems for the presiding officer".
  • This is because, unlike the procedures for raising questions or flagging issues in Parliament, most of which involve the giving of prior notice by a member or seeking the presiding officer’s permission, a point of order does not need prior notice and is supposed to receive precedence over any matter that the House may be dealing with right then.

The problem for the presiding officer lies in the fact that, until he hears at least a substantial part of a member’s submission, he (the Chair) is not in a position to rule that it is not a point of order.

How is it raised? 

  • To raise a point of order, a member has just to stand up and say ‘Point of Order’, whereupon she or he has to be first identified by the presiding officer.
  • The member should elaborate on his/her concern only after being identified by the presiding officer. “While formulating her/his point of order, the member should quote the specific rule or the provision of the Constitution relating to the procedure of the House which may have been ignored or neglected or violated.
  • Further it should be noted that a point of order cannot be raised during the Question Hour, or when the House is taking up any motion.
  • It may not be used for a member to ask for information, or to explain her/his position, etc.
  • Also, a point of order regarding an item of business cannot be raised after such business has been disposed of.

Thus it can be concluded that a point of order must refer to procedure and not substantive arguments on a motion.

What happens when it is raised? 

  • The moment a point of order is raised by one member, “the member who is speaking at that time must give way and resume his seat" and it “has the effect of suspending the proceedings before the House".
  • It is the presiding officer who decides whether “a point raised is a point of order or not". No debate is allowed on a point of order, but the presiding officer may hear the member before giving her/his decision.

International Finance Corporation to stop funding new coal-related infra projects

Context: The International Finance Corporation will stop supporting investments in new coal projects as part of its alignment with the Paris Agreement. The decision comes after a 13-year campaign against IFC's support for a financial intermediary client backing coal in India, which affected communities' livelihoods.

The World Bank has two goals: end extreme poverty and promote shared prosperity in a sustainable way.

World Bank Group

The World Bank Group consists of five organizations:

  1. The International Bank for Reconstruction and Development (IBRD): is a global development cooperative owned by 189 member countries. It supports the World Bank Group’s mission by providing loans, guarantees, risk management products, and advisory services to middle-income and creditworthy low-income countries.
  2. The International Development Association (IDA): It was established in 1960 with an aim to reduce poverty by providing zero to low-interest loans (called “credits”) and grants for programs that boost economic growth, reduce inequalities, and improve people’s living conditions. It is the part of the World Bank that helps the world’s poorest countries
  3. The International Finance Corporation (IFC): is the largest global development institution focused exclusively on the private sector. It helps the developing countries to achieve sustainable growth by financing investment, mobilizing capital in international financial markets, and providing advisory services to businesses and governments.
  4. The Multilateral Investment Guarantee Agency (MIGA): it was created in 1988 to promote foreign direct investment into developing countries to support economic growth, reduce poverty, and improve people’s lives. MIGA fulfils this mandate by offering political risk insurance (guarantees) to investors and lenders.
  5. The International Centre for Settlement of Investment Disputes (ICSID): provides international facilities for conciliation and arbitration of investment disputes. 

Note: India is a member of all the organizations of World Bank Group except The International Centre for Settlement of Investment Disputes (ICSID).

Subansiri river

Context: Recently, Subansiri Lower Dam project on the Assam-Arunachal border (at Gerukamukh in Assam’s Dhemaji district) was hit by a landslide during pre-monsoon rain in the region.

The Subansiri river

  • The Subansiri river has its origin in Tibet and it is an antecedent river
  • It enters India near the town of Taksing (Arunachal Pradesh) and flows east and southeast through Miri Hills, then south to the Assam Valley at Dulangmukh in Dhemaji district, where it joins the Brahmaputra River at Jamurighat in Lakhimpur district. 
  • Small tributaries of the Subansiri include Rangandi, Dikrong and Kamala. 
  • The Subansiri lends its name to two districts in Arunachal Pradesh: Upper Subansiri and Lower Subansiri. 
  • The high topographic variation makes this river a potential zone for harnessing it for hydropower. The districts situated on the bank of the Subansiri River are flood prone during monsoon season.
  • The Subansiri River is the largest tributary of Brahmaputra River

The Brahmaputra river

  • The Brahmaputra has its origin in the Chemayungdung glacier of the Kailash range near the Mansarovar Lake. From here, it traverses eastward longitudinally in a dry and flat region of southern Tibet, where it is known as the Tsangpo. 
  • The Rango Tsangpo is the major right-bank tributary of this river in Tibet. It emerges as a turbulent and dynamic river after carving out a deep gorge in the Central Himalayas near Namcha Barwa.
  • The river emerges from the foothills under the name of Siang or Dihang
  • It enters India west of Sadiya town in Arunachal Pradesh. Flowing southwest, it receives its main left bank tributaries, viz., Dibang or Sikang and Lohit; thereafter, it is known as the Brahmaputra.
  • The Brahmaputra receives numerous tributaries in its long journey through the Assam valley. Its major left bank tributaries are the Burhi Dihing and Dhansari whereas the important right bank tributaries are the Subansiri, Kameng, Manas and Sankosh
  • The Brahmaputra enters Bangladesh near Dhubri and flows southward.
  • In Bangladesh, the Tista joins it on its right bank from where the river is known as the Jamuna. It finally merges with the river Padma, which falls in the Bay of Bengal. The Brahmaputra is well-known for floods, channel shifting and bank erosion.
