Why is Goa divided into only 2 Districts?

Goa is divided into two districts, namely North Goa and South Goa. Earlier, Goa Daman and Diu were union territories. Hence, it attained its statehood on May 30, 1987. The region of Goa was recognised, and two districts were announced.
