In 2005, the Government of India set up the Second Administrative Reforms Commission (2nd ARC) with a mission to revamp the country's public administrative framework.
It was given a mandate to suggest measures to achieve a proactive, responsive, accountable, sustainable and efficient administration for the country at all levels of government.

About ARC (Administrative Reform Commission)
The Administrative Reform Commission or ARC is the committee appointed by Govt. of India for giving recommendations for reviewing the public administration system of India.
The first ARC was constituted on 5th January, 1966 under the chairmanship of Shri Morarji Desai. Later, K.Hanumanthaiah succeeded him when the former became Dy. PM

Role of ARC

Early part of independent India saw inadequacy of bureaucracy in facing challenges of developmental activities. So felt a need for a fresh look into all aspects of administration – thereby leading to- setting up of 1st ARC in 1966.
Recommendations of 2nd ARC fall into two group:
1st – changes for administrative structures/processes/techniques
2nd set – a number of issues to be examined by Govt for implementation of suggested changes need strong political will and sustained political guidance at the highest level.
Relevance of 2nd ARC Reports for UPSC Exam
- Second ARC was established by the Union Government in 2007. The mandate of the Commission was to suggest long term systemic and comprehensive reforms in the Governance systems of India.
- Various reports published by the Second ARC give a deep insights into the key issues plaguing the country like Functioning of RTI Act, Law & Order Issues, Ethics in Administration, Bureaucracy, Disaster Management, Union and State Executive etc.
- Thus, despite being over 15 years old the analysis from 2nd ARC is still relevant for the understanding key issues related to the polity & governance of India.
- It is particularly important for addressing the Polity & Governance Section from GS-Paper II, Disaster Management & Internal Security Section from GS-Paper III, Ethics from GS-Paper 2 along with essay.
- Second ARC is a critical resource for Paper 2 of Public Administration Optional Subject and to some extent for the Indian-Government & Politics Section from Paper 1 of Political Science & International Relations Optional subject.
